什么是Canada Emergency Response Benefit 加拿大紧急应对福利/补贴(CERB)?

This taxable benefit would provide $2,000 a month for up to four months for workers who lose their income as a result of the COVID-19 pandemic. The CERB would be a simpler and more accessible combination of the previously announced Emergency Care Benefit and Emergency Support Benefit.

加拿大紧急应对补贴（The Canada EmergencyResponse Benefit，简称CERB）将给失去收入的加拿大人提供补贴每个人一个月$2000，并可以持续领取4个月。CERB 是之前宣布的 Emergency Care Benefit ( 紧急看护福利) 和 Emergency Support Benefit (紧急支持福利) 的合体. 也就是说CERB将取代之前的两个补贴.

需要符合什么条件的人可以申请?

* The CERB would cover Canadians who have lost their job, are sick, quarantined, or taking care of someone who is sick with COVID-19, as well as working parents who must stay home without pay to care for children who are sick or at home because of school and daycare closures.  The CERB would apply to wage earners, as well as contract workers and self-employed individuals who would not otherwise be eligible for Employment Insurance (EI).

*Canadians who are already receiving EI regular and sickness benefits as of today would continue to receive their benefits and should not apply to the CERB. If their EI benefits end before October 3, 2020, they could apply for the CERB once their EI benefits cease, if they are unable to return to work due to COVID-19. Canadians who have already applied for EI and whose application has not yet been processed would not need to reapply. Canadians who are eligible for EI regular and sickness benefits would still be able to access their normal EI benefits, if still unemployed, after the 16-week period covered by the CERB.

如果已经在拿正常EI 和 生病EI 的就不要申请CERB. 如果EI是10月3号前结束的,但因为COVID-19 还未能回去工作,可以在EI 结束后申请CERB.如果已经申请了EI,但还未处理的加拿大人,不用重复申请了.先申请CERB的加拿大人,如果领取完CERB4个月后,仍处于失业状态,仍然符合申请正常EI和病假资格.

* To qualify, applicants must have had $5,000 in employment income, self-employment income, or maternity or parental leave benefits for 2019 or in the 12-month period preceding the day they make the application.

怎样申请Canada Emergency Response Benefit 加拿大紧急应对补贴(CERB)?

The online portal to apply for CERB will be available in early April, and people can expect payments within 10 days. CERB payments will be issued every four weeks, and will be available from March 15, 2020 to Oct. 3, 2020.

You can apply in one of these three ways:

• by accessing it on your CRA MyAccount secure portal;
• by accessing it from your secure My Service Canada Account; or
• by calling a toll free number equipped with an automated application process.

谁有资格领取CERB？

失业者，包括全职、合同工和过去不能享受就业保险EI的自雇人士。

• ● 只要你年龄为15岁以上，在加拿大工作，在2019年内 或 提出申请之前12个月内，赚取了超过$5000的收入 (包含自雇、Maternity EI、Parental Benefits)，但现在因为新冠疫情影响没有收入的人。
• ● 只要你年龄为15岁以上，在加拿大工作，在过去4周至少连续14天因为生病、隔离、暂停工作、照顾孩子或家庭成员，不能工作没有收入的人。

如果政府之后发现你并不符合收入补助，将会要求还款。

原本正在领EI的人可以申请吗？

已经在领取正常失业津贴和病假津贴的人不应该申请CERB。如果他们的失业津贴在2020年10月3日以前结束，而他们因受新冠疫情影响仍然无法重新开始工作，则可以在正常津贴结束后申请CERB。

如果已经申请了失业津贴但尚未获批，你不需要重新提交申请。若符合要求，你的申请将会直接让你领取CERB。

若在领取16周CERB福利之后，你符合正常失业津贴以及病假津贴，则可以继续领取EI。
